Anti-Doping Science and Intelligence Officer – World Rugby
World Rugby is the world governing and law-making body for the sport of Rugby Union with its headquarters based in Dublin. In addition to its governance functions World Rugby organises a number of international tournaments and events including the Rugby World Cup, Women’s Rugby World Cup and the annual HSBC Rugby Sevens World Series and Women’s Sevens World Series Competitions.
As part of its strategy to drive player welfare best practice by delivering effective and intelligent Anti-Doping testing programmes, both in and out of competitions, World Rugby continuously works towards keeping rugby free of doping and therefore wishes to appoint an Anti-Doping Science and Intelligence Officer.
Based in Dublin, and reporting to Anti-Doping Manager (Compliance and Results), the Anti-Doping Science and Intelligence Officer will lead World Rugby’s science and intelligence function, and its Anti-Doping quality control programme to contribute to the delivery of effective and intelligent Anti-Doping testing programmes.
1. Conducting risk analysis, directing test distribution and managing the Athlete Biological Passport (ABP)
- Conduct a full annual risk assessment, and plan an annual Test Distribution Plan (TDP) informed by World Rugby’s Athlete Biological Passport (ABP) Programme and other information sources such as intelligence, performance data, training and competition schedules, and injury patterns.
- Work closely with Testing Coordinators in the implementation of the TDP, making targeted test selections and adapting strategy according to results, new intelligence and changes in risk patterns to ensure effective doping prevention/identification.
- Manage membership and of the player testing pool, and monitor and interpret the impact of changes in risk factors on the constitution of the pool during the season.
- Review and interpret ABP data (Steroidal and Haematological) to inform the testing programme, and liaise with the World Rugby Athlete Passport Management Unit (APMU) to identify and investigate non-standard profiles as required.
2. Science and intelligence function
- Lead the World Rugby Anti-Doping science function. Advise on new doping trends and/or substances that could be of risk in the sport of rugby.
- Provide scientific expertise to the World Rugby Research and Legal Departments and Anti-Doping Judicial Committees in connection with cases and judicial matters.
- Act as main contact for partner organisations (WADA, NADOs, Laboratories, member unions) on science matters related to anti-doping, to assist in the delivery of the testing programme.
- Assist with the management and direction of the annual storage and re-analysis programme, providing scientific expertise, and liaising with partner laboratories.
- Support the department intelligence function by building relationships with partner organisations which add to the potential range of information available to inform testing and results management.
- Review and advise on science and intelligence issues related to WADA procedures and documents, such as the Prohibited List, technical documents and International Standards.
3. Managing the department quality function
- Implement and maintain internal processes and protocols to ensure that all operational procedures and documentation used in the World Rugby Anti-Doping Programme adhere to a strict quality control framework.
- Manage procedural guides and associated auditing processes for all World Rugby Anti-Doping Commissioners and Doping Control Officers to ensure the standardisation of anti-doping services across World Rugby events, including conducting audits in person at events as required.
- Continually benchmark World Rugby’s quality function against those of other leading Anti-Doping Organisations.
4. Therapeutic Use Exemptions (TUE)
- Manage TUE applications in accordance with the International Standard for Therapeutic Use Exemptions, providing scientific and administrative support to the World Rugby TUE Committee and liaising with players, doctors and unions as required to see cases through to resolution.
- Ensure World Rugby educational material and documentation related to the TUE process follows WADA International Standards. Liaise with WADA as required on TUE matters.
- Act as an Anti-Doping Commissioner to co-ordinate test events where required at World Rugby tournaments.
- Deliver Anti-Doping education presentations where required at World Rugby tournaments, and meetings/conferences.
- Attend scientific conferences as required by Manager and the department General Manager.
- Provide assistance with the preparation and execution of the annual World Rugby Anti-Doping Advisory Committee (ADAC) meeting.
- Assist with the training and management of Anti-Doping volunteers / staff when required.
Key Skills and Attributes
- Third level degree (ideally to Masters level) in either Sport Science, Physiology, Biochemistry, Biology, or similar field
- Minimum of 5 years’ experience in Anti-Doping with a WAD Code signatory or related organisation
- Excellent knowledge of the WAD Code and International Standards and their application to team sport Anti-Doping operations
- Ability to interpret scientific data, including ABP profiles (steroidal and haematological)
- Understanding of quality systems, and auditing frameworks as applied to operational contexts such as Anti-Doping
- Advanced Outlook, MS Word and Excel skills
- Proficiency in the use of ADAMS particularly with regards to interpretation of results, and data reporting.
- Demonstrated ability to manage sensitive information
- Ability to work under pressure whilst maintaining attention to detail
- Experience of the delivery of training and education in an Anti-Doping context
- Willingness to travel
- Understanding of the sport of rugby internationally, its physiological demands, and the risks of doping across key territories in the sport.
- French or Spanish language proficiency
- Knowledge of the TUE process
- Specialist experience in risk analysis and science-based Test Distribution Planning
- Experience of designing and conducting auditing programmes for operational roles
- Excellent understanding of Anti-Doping procedures
- Knowledge of WAD Code and International Standards
- Strong analytical skills
- Processes documentation in accordance with agreed and strict procedures
- Maintains records where clerical accuracy is essential
- Utilised advance techniques of ADAMS database
- Good interpersonal skills with an ability to build strong relationships with a wide variety of internal and external personnel
- Collates information using spreadsheets
